Democracies can be obstacles in the world theater addressing tyrannies. Take for example the rise of the Hitler tyrannical regime and the slow response of the American democracy and how it tied the hands of Franklin Roosevelt.
Now Syria Bashar Al-Assad and the use of chemical weapons against civilians and the impotent response of the Western democracies.
